Clinical Governance Simulator: Safety & Quality Committee
3-hour Workshop (+ online pre-reading)
In today’s complex healthcare environment, the responsibility for overseeing clinical governance, safety and quality has never been more critical - or more challenging. Board and committee members, Chairs, and Executives must navigate a dynamic landscape of risks, data, and regulatory obligations, while fostering a culture of continuous improvement and accountability.
To support this, Patient Safety and Quality (PSQ), Clinical Excellence Queensland (CEQ) has partnered with the AICG to deliver this Clinical Governance Simulator Workshop - a unique, scenario-based training program that replicates the real-world dynamics of a Hospital and Health Board Safety and Quality committee meeting.
This highly practical workshop is designed to:
- Consolidate and enhance the governance skills of Safety and Quality committee members
- Equip the chairperson with tools to guide effective, purposeful meetings
- Strengthen the confidence of newer board members engaging with complex safety and quality matters
- Support informed strategic decision making through the interpretation of information and real-time discussion.

About the Simulator Workshop
Through this hands-on workshop, participants will develop greater confidence and clarity in their governance role, improving their ability to interpret information, ask the right questions, and identify risks in healthcare service delivery. By participating in this immersive workshop, attendees will be able to:
- Make informed assessments
- Understand the role in interrogating safety and quality data and reports
- Provide prompt action to address key challenges
- Be able to follow a clear process for participating in committee meetings
- Clearly articulate your role and responsibilities as a committee member
- Feel confident in your thoughts and perspectives
- Effectively align and work constructively with other committee members
- Understand what should be escalated to the board
- Ask open and meaningful questions to challenge others
- Identify warning signs from the information provided
Workshop Structure
Pre-reading material
As part of the workshop, you will gain access to the Clinical Governance for Boards online course. The online course complements the simulator workshop and provides participants with a foundational overview of clinical governance for board members and executives. You are required to complete the online course, which will be made available four weeks before the workshop and will close six months after your workshop is completed.
The online course consists of eight modules:
- Module A: Clinical Governance - a background
- Module B: The responsibilities of Directors
- Module C: Understanding Clinical Governance
- Module D: The role of Directors in Making Care Better
- Module E: Understanding Care
- Module F: A Framework for Clinical Governance
- Module G: Data, Accreditation and Sub-Committee
- Module H: The future of Clinical Governance
This online component, which can be completed over multiple days, is estimated to take approximately three hours to complete.
Workshop
The interactive, 3-hour scenario-based workshop places you in the role of a committee member or chair for a fictional hospital and health service. An experienced facilitator will guide you in realistic committee discussions and decision-making activities.
A few days before the workshop, you will receive two detailed scenarios and supporting committee papers to review - just as you would in a real board setting. During the workshop, you’ll analyse and evaluate these agenda items, apply your clinical governance knowledge, and work collaboratively with fellow participants.
Debrief sessions will follow each scenario, offering expert feedback and shared insights. The workshop concludes with a reflective group evaluation to consolidate learning and highlight practical takeaways.
WORKSHOP DELIVERY TEAM
An overview of the relevant roles during the workshop are as follows:
Facilitator
The workshop will be facilitated by an expert in clinical governance with significant board experience. The Facilitator will, among other things:
- Coordinate the workshop and observe the simulation
- Provide feedback after each scenario is completed, which may include some additional education to assist the committee
- Provide a debrief at the completion of the workshop. This may include identifying what worked well, what didn’t work well (if relevant), and possible areas for improvement. This conversation will be a reflective, interactive exercise with participant contribution and input expected.
Simulated Participant
The facilitator will also play the role of the Simulated Participant (SP) to ensure a high-fidelity experience. The SP may play the role of a hospital and health service Executive or Clinical Governance Director to drive the simulation scenario.
The SP will respond to questions from committee members in response to the relevant scenario, consistent with a standard committee meeting.
Safety and Quality Committee Chair
The committee chair will perform their usual role as chair during the workshop. This includes chairing the simulated meeting, ensuring adequate time is available for discussion, summarising actions, next steps and ensuring participation of all committee members.
Safety and Quality Committee members and other attendees
All committee members and any additional participants (e.g., Executive and other HHB members) will participate in the simulated meeting as members. The role of the participants is to:
- Analyse and evaluate the agenda items presented
- Ask questions to support the interpretation of the information
- Analyse the health service response
- Set direction and expectations in relation to the relevant scenario
- Monitor and review progress dependent upon the scenario presented.
Who can do this workshop?
This Clinical Governance Simulator is specifically designed for safety and quality committees.
However, other individuals who may benefit from the workshop include:
- New Board members
- Newer Board members with limited experience being on safety and quality committees
- Highly curious, engaged and motivated members
- Members with differing experiences and perspectives
- Chief Executives and Directors of Clinical Governance.
Certificate of attendance
Upon successfully completing this workshop (including all online elements), you will be able to download a certificate of attendance, which you should retain for your records.
Delivery formats and time
The workshop can be delivered online via Zoom or in person at a mutually agreeable location and time.

Participants can record up to 6 CPD hours for undertaking the CEQ Boardroom Simulator workshop.
